Manchester:
Amazing city with 3 fantastic universities! I am assuming if you are doing some sort of arts degree that you are looking at Manchester Metropolitan - top notch for art! We have just done a project with some students from Man Met where they video'd our event and the results were superb and they were very professional.
The city is fabulous too! Its a reasonable size city. Like all cities it has its rough sides and its nice sides. It is very much a Northern city and you can see many signs of its previous industrial past everywhere you look.
Manchester is full of ravers, and there are a great many dance based events going on all over the city. There are some great nights and some great DJs in resident in Manchester across many genres. The music scene in Manchester (not just rave) is one of the best in the world for weeding out pure unadulterated talent.
The people I certainly find are more friendly than London, and definitely more laid back. Just had some friends up from London this weekend and one of them commented how much mroe relaxed Manchester is whereas London is constantly in your face all the time.
Time from central london is 2h30 on the train.
Manchester is a very cheap city to live in as a student too! There is a massive student population so that drives the prices down.
China town has some of the very best chinese restaurants in the world (From memory, of the top 10 chinese restaurants in britain 7 were in Manchester). Also the infamous Curry Mile (Rusholme). There are also some very nice upmarket restaurants. Loads of all-you-can-eat buffetts too!
I can totally reccommend Manchester!

Birmingham has the 2 biggest raves; HTID and Uproar :P Other than that i think you would have to experience the different places for yourself to judge which you prefer most. I'm not a fan of the general attitude in Birmingham, to be honest; i'd go with London.

Most people from Uni are the snobbish type... you'll come across many who speak/talk like the royal family.
These are the only type of Englanders who get accepted into things
while the low educated Englanders go into a life of mugging.. like me

Underloop aka Manchester tourist commitee representetive!
Manchester is a nice city and the Manchester Met. is a very good uni. Know a fair few people that went their. Not a fan of the south personally.

Heh I like the city, and realised how much I missed it after spending this last weekend there - a bit emotional *sniff*
