if that were a real picture, that wouldn't be funny. the thing with pictures like that on the internet is just to be tongue-in-cheek, shocking humour. course the idea of it isn't funny at all, its just the humour for the shock value.
Also, don't he lok like that Josef Fritzl fella from Austria in that picture?
